I have resolved this issue.
A patch file and an icon of "give the floor" button are attached to the
message.
A place to copy the icon "mic.png" is:
${openmeetingsDir}\WebContent\openmeetings\modules\conference\eventuserlist\resources\mic.png
The patch must be applied after applying a patch from the bug 1481.
Screenshot with this functionality is also attached.
