If somebody changes the File-Explorer by moving file or renaming a file a
refresh event should be send to all participants ...
=> but the File-Explorer should only refresh if it has been initiallized!
Meaning: If you enter a room and NEVER cliked on the Files Tab, the
File-Explorer is NOT initialized/initially loaded. That is so important
because if you goto Restricted room where you can have 250 participants,
only moderators see the files-tab at all. So if you refresh on all 250
participants maybe 248 did not even have the files-tab visible at all, so
they should not load it then!
