No then you just have been lucky in r3822. We have a persistance layer since revision 1000 or so. So there has been always an error if you manipulate values in the database without restarting the application.
Actually this is also no "bug" cause the caching of course is great for performance. You should use our Administration interface, I think we have implemented also some kinf of search so it should be not that tricky.
