New issue 1501 by [email protected]: when you mouse-over a document the
cursor should not change to a drag-icon

in r4227 the cursor does change when you have a document and the whiteboard
and mouse-over it to a drag-icon. Actually there is nothing to drag at that
moment, you can only use the zoombar + scrollbars to change the document.
