New issue 1512 by [email protected]: 'mute others' function doesn't
work well

r4247,in 'conference' or 'restricted' mode(I didn't try other
modes),'mute others'function doesn't work well.in fact,it just can unmute
others.when sound is enabled,press this button,nothing happens;when sound
is disabled,press it,unmuted.also,the icon should be changed after every
pressing,and text when mouse over should be changed between 'mute others'
and 'unmute others' after every pressing .
