New issue 1536 by [email protected]: whiteboard document zoom is set in
per-user base. So scrool bar must be independent to.

When in a conference, a user scrool the document, all the other user's
screen scrools too, idependent of the zoom level.
Solution 1 - Make the scrool indepent too, like the zoom level.
Solution 2 - Make the scrool somehow related to the zoom level.
