hmmm...thanks Sebastian.  I started with the ATutor OpenMeetings
module (and have added/fixed many features).  Must be an issue in the
code I haven't touched yet, since SOAP users were never able to upload
files.  I'll dig through the documentation to see if a step is
missing.
