I would say you you need to do the following: 1) add static hashtable<room_id, bool_chat_enabled> to the chat service (don't forget about global chat) 2) add service method to enable/disable chat (setting the value in hashtable) 3) modify chat block to have button to enable/disable chat accessible by moderators only
