That is not a bug its a security restrictions that recordings you've made through openmeetings cannot be accessed via Moodle Plugin. Otherwise you could access _any_ recording.
The Moodle Plugin has a "system_key" configuration value (last key in the Moodle Plugin configuration). You can specify different System-Keys for every Moodle Plugin/Instance you are runinng but access the _same_ OpenMeetings Instance with all those Moodle Servers. Each Moodle Instance/Server will only see the recordings and files that are assigned to this Moodle Instance/Server. OpenMeeting will identified different Instances/Servers by this "system_key".
