SVN privs are bound to LDAP so to get commit access in SVN you need to
have a Apache account.

 The PMC chair needs to use the ASF New Account Request (
https://id.apache.org/acreq/ ) form to send a new account request. I
suggest it will be  Alexei Fedotov who does it, or I can do it myself.

Once the accounts are created you should be able to commit.
