I would also suggest that you have a look at *restricted* room type.
This is sponsored by somebody else in a similar scenario.
Users in the restricted roomtype almost have no options to click or to
do anything.
You can even forbid them to ask any question.

What might be also interesting for you is a:
Moderated Chat: Moderator(s) see inccoming text-messages in a queue
and first have to approve them to be visible to everybody.
