This can be the case on VPS systems.
Is the memory really FREE and can be allocated ?! Sometimes some
(actually bad) providers claim that they give you for example a
VServer with 8GB RAM. BUt actually you share that Server with 10 other
customers and nobody is able to allocate memory.
