The revision is r3548 as opposed to r3621. Yes, I am seeing the same behavior.
Steps to reproduce.. 1. Edit My profile 2. Change country 3. Click save and monitor the country selection. 4. Click refresh and monitor the country selection. Also, all the other items mentioned in my original post are the same in demo.
