For 20 people I would suggest you use the room type restricted.

There is no hard-coded limit but in general the usage scenario defines what
kind of room you take.

20 people online every with audio / video turned on makes practically not so
much sense, normally you have 3-4 speakers the rest watches. And you give
the microphone/right to share webcam to the people that would like to
receive it.
