is client how run meeting and it's guest should be in same time zone.

because our OM server at GMT -5.

and we are at IST +5.3

Your question is kind of confusing :D
If you are situated in CET time zone and would like that the
invitation is valid from 14-15 o'clock CET, then you choose 14.oo
start 15.oo end and CET time zone.
If you are situated in CET time zone and would like that the
invitation is valid from 14-15 o'clock but PDT (becuase you make a
meeting with somebody in Los Angeles/PacificDaylightTime), then you
choose 14.oo start 15.oo end and PDT time zone.
