you have seen the zoom slider on the top right? I think non-moderators can see this zoom slider? However if the moderator changes the zoom all users will be syncronized. Otherwise you might just use the full-fit option to zoom documents to 100% regardless what screen resolution they have. Individually zooms are complex, if the moderator relies on every user to be "able" to change his zoom then I bet we will see a number of users complaining about that too.
