AFAIK every GSM phone is supposed to have an IMEI. How will the IMEI be assigned to every OM device, where will it be stored, will it be easy to change it? The latter is a tricky question because the answer should be a balance between having an open system without security-through-obscurity solutions on one hand, and the ability to deny a thief access to GSM networks, as implemented by many cellular operators, on the other.
