We can sacrifice KEEPACT. Originally, we didn't even have KEEPACT in
the design, but we added it so that we could have it like a watchdog,
i.e., if the systems gets stuck in early power-up, KEEPACT would
bring it down again, and it wouldn't just sit there, burning power.

So that would have been a "nice to have" extra protection, but
nothing life-critical.
