It's just a "exception" state of hw, which some people (like me) prefer to reset on every possible trigger, to have a sane hw state again. Others prefer it your way. No real issue, I won't argue here. A better idea is to disable suspend, so a GSM-DL isn't interrupted incidentally. Of course this can also be done by the flashing app (hmm, probably a 3liner ash-script).
