Probably a temporary server or network problem. Try downloading a snapshot from ftp://ftp.denx.de/pub/u-boot/ if you can't get git to work.
so i want get a new u-boot code soon i just download the u-boot-1.1.6.tar.bz2
That's an obsolete version. The patches in the Openmoko SVN tree should apply cleanly to 1.3.2-rc2.
