I had other project for a while so this work was stalled. I'm looking at
this again currently. And just yesterday I sent out some patches for
strongSwan (and have more in queue already). Also I sent out some
quagga patches yesterday as well to clean / prepare things a bit, but
not the nhrp module code yet.

I do have a decent amount of nhrp module code done, but it's not
functional yet. I hope to get it to publishable point within a few
months; but it'll probably be a little further in future until it's
production ready. Though, no guarantees on the schedule as my
priorities change at times unexpectedly.
