It may be specific to frr codebase - I have not tested it if it works, and they've done quite a bit of changes. Could you try if it works with Quagga git master, or release 1.2.1 ? Alternatively, post full debug log from nhrpd's startup to the point of trying to establish tunnels. You seem to have already all debugging enabled. I would like to see there lines with "if-add" and "if-addr-add" amongst other debug messages. If no such lines exist, it would suggest frr bug.
