Migrate OpenNLP Tools (and UIMA) sources to Apache

Migrate the OpenNLP Tools sources from Sourceforge to Apache.
The code is currently hosted over at Sourceforge:
http://opennlp.cvs.sourceforge.net/viewvc/opennlp/
As part of this issue these two project folders should be imported:
OpenNLP Tools:
http://opennlp.cvs.sourceforge.net/viewvc/opennlp/opennlp/
If possible since 1.5.0 version tag.
OpenNLP UIMA :
http://opennlp.cvs.sourceforge.net/viewvc/opennlp/opennlp.uima/
To migrate the code the following steps should be performed:
- Tag the whole OpenNLP repository over at sourceforge
- Attach the source code to the issues
- Import the source code into the new repo
- Perform code cleanup (all files already contain the license header)
