Based on my testing I believe only the change update behavior improves the 
performance for the POS Tagger and slightly reduces it for name finder. The 
step size reduction reduces the name finder performance and has a very small 
increase (0.4%) on the POS Tagger accuracy.

Are there data set where the new average handling and step size reduction 
change the accuracy of a trained model? Otherwise we might want to disable it 
by default or remove it, to have code which is as simple as possible.
