PostgreSQL is usually provided as part of your OS, and not by OpenNMS directly. In addition, we don't support PostgreSQL 8.3.x yet (although we intend to support it on a trial basis in 1.5.94). You should get PostgreSQL through your vendor in the same manner your current PostgreSQL install came from. Or are you asking if OpenNMS does software-push to servers?
