It seems you've reported Bluetooth to be working fine on Win32? Can you check Irda?
With current CVS, openobex will build with all freely (as in beer) available compilers - if you have the CMake-Files needed for this (currently that's only me but they are in CVS soon). I will also write patches for obexftp to do this. Currently I can provide MinGW-, Cygwin- and MSVC9-DLLs of openobex if needed by anyone. I will update the downloadable files one everything is in CVS.
