Those are used by the JTAG dongle to power the buffers on the
transmitting signals and/or to auto-adjust the threshold on the
receiving side, so they should match the I/O voltage on the JTAG signals.
I don't know your chip, but if it uses 3.3V levels for JTAG, then
connecting to the 3.3V supply on the CPU (or any point that is connected
to the same voltage rail) should work.
