I read "cloned" to mean: copied across, quite likely with no real knowledge of exactly what bit does what and quite possibly without any documentation of the bits concerned. If I got it essentially right then as I said you need to ask the person(s) who created the original file i.e. in the project it came from. Your best bet is probably to compare the file that's in OpenOCD with the original file, to see if there's evidence that the OpenOCD version has extra information which supports your hope/claim that the "author" (cloner) knows in-depth about the special bits. My expectation is that when you compare the files you'll find "cloned" means that no such extra knowledge was meant. And then you can go to the other project. Summary: apparently you want to know something very specific that's not readily available in easily-obtained documentation, so you'll have to put in the work and hunt hard for what you want to know.
