Here the Amontec JTAGkey and Amontec JTAGkey-2 dongles have an real 
advantage since the pin 2 is not used, not connected instead the JTAGkey 
JTAG emulator .
 From long time ago, a lot of companies are making no diff between 
pinout on the target board and the pinout on the emulator !
Pin number 2 of the Multi-ICE ARM 20-pin connector are to be used as 
VSUPPLY FOR THE EMULATOR FROM THE TARGET BOARD.
On the target board, you may connect VREF to VSUPPLY
On the JTAG emulator, you CANNOT connect VREF to VSUPPLY ... very 
dangerous for the target itself !

Also, you have to note Amontec JTAGkey and Amontec JTAGkey-2 have 
auto-sense IO level from 1.4V to 5.5V, based on the VREF pin 1 !
