TRST is sometimes (always?) nTRST which means active low, so when you pull
it DOWN it will keep target in reset state. Some devices require nTRST to
be signalled in order for JTAG to work, some devices only need proper
sequence on TMS+TCK as reset and so nTRST dont need to be
signalled/connected...
