It has not been removed, however I think we may need to re-evaluate
the comments.
In the case of TAPs we still use some of the fuctionality in the str9
flash driver - jtag_tap_by_position/jtag_tap_by_string.

The is the comment from jtag_tap_by_string.

So we need to either leave the functionality and remove the bogus
comments/docs, or fix both.
