The change that should have added Github OAuth (and in perspective,
other OAuth providers too) authentication to Gerrit core was worked on
extensively, then got positive reviews (including several +2s from the
maintainers), then got vetoed by Shawn Pearce on the grounds that
merging it would make it harder to use it internally in Google (they
don't give a fuck about OpenID/OAuth changes because they seem to be
using a google-specific private authentication scheme anyway, so this
policy change by google doesn't affect them anyhow):

There's Gerrit GitHub plugin available, and it works, but it would
force the users to have github accounts.
There's "OpenID Connect" auth module (that supports different OAuth
providers, including google) for Apache. There's also OpenID 2.0 auth
module for Apache, but it's unclear to me how to combine the
two. Probably by using two different URLs for one underlying Gerrit
instance.
There's an IDM called Keycloak (http://keycloak.jboss.org/), it has
integration for many popular identity providers ("social services")
out of the box, optional local user registration (what many OpenOCD
users were asking about) and some other features. No support for
OpenID 2.0 though.

The majority of current contributors are using Google's account as their OpenID
identity on Gerrit. It's already problematic for newly registered (to Google)
users, and will become a show-stopper in April, 2015 when Google is going to
discontinue the service altogether. We need to get ready in advance.
