Simply because maintainers have too little time/energy to spend on OpenOCD.
For me, OpenOCD work tend to happen in bursts. If there's a burst anytime
soon I'll submit as much as I can. I'll concentrate on changes that look
nice, are generally useful, match my idea of where OpenOCD should be going,
have had recent activity with independent positive review, are easy for me
to review, are sufficiently rebased onto master, etc. All the usual stuff.
If I find *any* problem with a change, I'll likely defer it until next
time. So if you want your changes submitted, make sure they fit the
criteria and find any issues before I do...
