Can you please clarify what exactly the issues is with those filenames which
have proper UTF-8 names, when exactly does it fail?

There are two files, namely
* tcl/target/1986ве1т.cfg
* tcl/target/к1879xб1я.cfg
which have some cyrillic (I guess) letters and my windows can't handle that.
Also I doubt that somebody actually can enter them without tab completion.
Solution: Rename them to something more ascii like
