** [tickets:#226] target name consistency**

All the stm33 family name are pretty consistent to be STM32XYx
where X is the "family family" (F, H or L)
Y is the family (0, 1, 3, 4,)
and there is a final x, i imagine to indicate all chip vartiant are supported

unfortuunately that x is not present for STM32L0 and STM32L1 (but is present 
for STM32L4)

Can we please unify them? that would make easier on scipt to automatically 
select the right target (the naming is almost consistent with the naming used 
from ST's, CMSIS Driver folders, they use STM32XYxx)

there are other incosistency  (stm32w108xx and stm32xl) but they seems to be 
more special case.
