I use Liviu Ionescu's GNU MCU Eclipse openocd build scripts to build for Windows (native - no cygwin dependency) and Linux and it works great. I run it in a Linux Virtualbox VM on Windows. It's the simplest and most reliable way that I have found to build OpenOCD. (Thanks Liviu! :-)
