Rabbit Semiconductor (later bought by a differnet company) released the Rabbit
2000, 3000, 3000A, 4000 series micorcontrollers years ago.
The architecture is very close to the Z80. The microcontrollers have support
for on-target debugging.
Rabbit Semiconductor had their "Dynamic C" IDE+compiler+debugger.
The Rabbit is supported by the free SDCC compiler.
There is some old free software to flash and on-target-debug (with ncurses
interface) the Rabbit:

But it might make sense to instead have this functionality in OpenOCD, so
standard tools, such as gdb, can be used.
