At times, changes are reviewed very slowly. E.g. right now I'd like
https://review.openocd.org/c/openocd/+/5839 (idle since November 16) and
https://review.openocd.org/c/openocd/+/6362 (idle since December 2).

The result of this is that I keep making changes in riscv-openocd without
being able to upstream them, causing the fork to drift further apart. This
then leads to giant pull requests like
https://review.openocd.org/c/openocd/+/6529. Nobody likes those giant PRs.
The best solution is to be responsive to pull requests, so I can upstream
changes as they're made.

I assume the root problem is that people just don't have the time to spend.
Given that restriction, what could be done to improve things?
