Hi Jared,
the version of OpenOCD you are using is quite old, as 0.11.0 has already been 
available since March 2021.
Plus the git hash "b9eabee" is not in the official OpenOCD source code.
I suspect this is a custom version from Andes Tech. You should probably ask to 
their customer support.

Since 2013 Andes Tech did not contributed anymore to OpenOCD and the code for 
NDS32 and AICE is not maintained, so it has been tagged as deprecated in
https://review.openocd.org/6887/
and will be removed in few months.
