Xilinx Virtual Cable (XVC) is a simple TCP protocol supported by the Xilinx 
FPGA development tools (Xilinx ISE and Xilinx Vivado) for controlling remote 
JTAG cables.  Adding support for XVC to OpenOCD would mean that any JTAG cable 
that OpenOCD supports could be used by the Xilinx tools via XVC, enabling not 
only configuration of FPGAs but also debugging via Xilinx chipscope, IBERT, 
vio, etc.
