you do not need elfio.

This sounds like you are trying to build a already configured openocd.
try a make distclean, if this still fails you will have to manually delete
all the
generated files and directories (.deps) in the openocd dir - or recheckout
the source to a clean dir.

Just installed a new cygwin and builds ok here.
built both cygwin and native win32 binaries ok.
