I'd rather they not hijack ocd_process_reset for the entire ICEPICK sequence. I'd like to see:

- ocd_process_reset gets hijacked to handle the 10 TCK on reset problem. I _believe_ this could actually be handled as part of the reset event, but I digress. - Use tap-enable event to do the ICEPICK sequent to bring the CPU online. We purposefully built the infrastructure to handle tap enable/ disable so we should use it. This also handles adjusting the IR length, etc.
