Jeff, with your patch:
what works and what does not:
a) FAILS - my "ftd2232c" - based dongle from Olimex.
Same thing that Alan is using on the arm11.
b) FAILS - my "yellow jlink - from IAR Systems"
Fails with this message repeatedly

c) *WORKS* - my "blue" SAM-ICE jlink (the OEM blue version of segger
jlink that Atmel sells) seems to work.
By works - I can reset-halt an atmel arm7tdmi based target (olimex
sam7-ex256 eval board)
I've done *NO* other tests.
I'm going to take a closer look at what is going on and see if I can get
some traces to see what is happening.
The *BIGGEST* problem is - in all cases, there is a lot of background
activity where OpenOCD is *POLLING* the target constantly.
There needs to be a way to *disable* that - I don't know how, perhaps
somebody can speak up.
