I grok and agree. That said, I think that such would require some
reorganization of the source tree (in ways that may not be desired).
The similar (but approaching pedantic) <openocd/jtag/jtag.h> would
require far less restructuring ('svn mv src/ openocd/', in essence).
Neither should be done without input from the community, but I could
make these changes fairly quickly. I also have started a unit test
suite that uses the public headers, so I am eager to move forward.
