Yeah, leading zeroes are bad that way. One of the alternatives is to use datecodes, like 2009.05 ... they're unique enough, and clearly don't reflect any "deeper meaning" like a "0.x" or "x.0". As for $SUBJECT, why not just say "no feature before its time" and just let them catch the next release going out the door?
