I think that you should first figure out the logic of controlling several different targets on the same scan chain, with different demands on extra or no extra RTI, specific numbers of transitions etc, how can they communicate their differing needs ?
Then we can answer the question, which layer is the information expert for default tap end state ? If this is the jtag controller layer, as I think is natural, the of course then is encapsulated in some kind of jtag_controller_s structure that also controls access to all taps on this scan chain.
