This is a good question, but I still want an answer to mine.  Does it
solve the problem?  Or is there still more going on here?

As far as a cure, I think there needs to be a README.Cygwin file that
provides step-by-step instructions for building on that platform.
Answers to questions like this need to be documented somewhere.
