As I tried to explain already in [1], it's my understanding that 
endstate is used there to get what's documented in

http://elinux.org/OMAP3530_ICEPICK#Adding_TAPs_to_the_Scan_Chain

and is called there "The route to JTAG shift state is 'shortest 
transition". I.e. while we had this "do always 7 jtag TAP steps" 
logic, it was used to not end in 'run test idle'. Instead end in the 
state given by endstate to get this 'shortest transition'.
