This patch should certainly be split up into smaller
chunks.  For example, I see Versaloon-specific code
for sending TMS/TCK sequences ... if that can't be
made to work for any JTAG adapter, then at least it
ought to be shared among all FT223-based adapters.

I'm guessing you want to work from bottom-up, and
morph this working code into more general working
code.  If so, I think generalizing it to work first
with non-Versaloon hardware will help.

That way you can at least get testing help from other
folk using Cortex-M3 chips.  And once that can be
seen to work, it'll be a lot easier to get good
feedback.
