Kolja Waschk's original patch and usb_jtag code are under the GPL 2, and anything I added was written by me on my own time. I have no relationship with Altera. I did use the FTDI drivers that shipped with my copy of Quartus, but I don't think this places any restriction on code contributed to openocd.
